Yes that sounds like a ballast issue for sure. I would recommend you have a local professional do it, it can be very delicate work. If you were to bump something in the process it could make it a much more expensive repair. But definitely you are correct, that seems to be a ballast issue.
If you really want to do it yourself let me know and I can try to track down the parts. If the problem happened right after moving you can actually have the moving company pay for the repairs, as technically they damaged the TV from handling it...
