You have a spring loaded valve inside the water manifold. Open the manifold and make sure that that valve is closing. Then or first make sure if you have a by-pass valve be sure that is almost closed.these will make sure that the water is going through the heater. Also remember you shouldn't be able to feel any hot water at the returns. That is part of what these valves do. They help keep anyone from getting scolded by too hot water. The water at the return should be no more than 7 to 10 degrees hotter than when it goes into the heater.

Not sure about your specific heater, but if the heat won't go on, it could be the water pressure sensor or one of the temperature sensors.

Hold your hand on the inlet manifold. If it is getting hot to the touch then it is a water flow problem and may be in the by-pass inside the manifold. This is a spring loaded valve that let's water pass the heat exchanger and go back out. If it is broken or stuck to much water goes past the heater and the water inside it boils and shuts the heater down. Then while it's off coller water flows in and it resets and goes through the cycle again. I hope this helps. Let me know.

Hello Alan. You are going to run into a few internal safety devices that will prevent you from doing what you hope to do. You're going to have a problem overriding the temperature. The Consumer Product Safety Commission and other agencies helped our industry in setting into place "high limits" (therefore the use of high limit switches). It's my understanding according to several doctors that water temperatures over 107 F are dangerous for soaking. You can become so relaxed that your body's core temperature rises! Hyper-thermia is just as dangerous as hypothermia.

Our advice to our customers over the years has been, if the water feels even a little hot (not warm), don't go in. We want our customers to have a safe, long life with their hot tub!

It is probably something much more simple than that...Turn it on and stand back until it finally ignites, then look, using a mirror, at the burner tray from below. You will probably find a lot of the tubes, especially those near the pilot area, are not working or are burning bright orange. If that is the case, something, probably spiders, are blocking the gas from getting into the tubes. That will cause the big burst at ignition as the gas builds up for a bit before it finally reaches the pilot area.

Raypak pool heater piliot light on heat will not turn on

Make sure that gas control knob is set to ON (counterclockwise). Make sure that ON/OFF switch is ON. Check that temperature setting is high enough to call for heat. Make sure pool pump is running and water is flowing to unit.
If not above there is a diagnostic procedure on page 33 of manual at:
