Try switching the red and black wires
I think your wiring is wrong
Did you replace a switch that has 3 screws, a 3-way switch?
Utilitec timer can only replace switch that has 2 screws, a single on-off switch.
For 3-way switch, you need Aube T1032 or T1034 (sunrise-sunset)

I just bought a couple of the Utilitec timers but haven't had chance to wire them up for testing
When I tested ST01C & EJ500 timers, discovered that wrong wiring causes lights to blink

If you need to see instructions larger:

Instruction sheet offers no troubleshooting steps
There is no website that claims Utilitec timers
These timers are made in China

Why is Utilitech wall timer making lights flash?

You have connected white and red wires together.
White wire must be connected to neutral or to ground to operate timer mechanism, display and switching.

I put in a Utilitech 01411224 timer. Can the timer be set to come on at 9;00pm off at 6;00 am each day? Do you need to hook up the ground?

Open following link for programming and wiring instructions:
http://waterheatertimer.org/Program-wire-Utilitec-LW60418.html

Yes, the timer can be programmed to turn on at 6am and off at 9pm all days of week.
The ground is not necessary for timer to function, however other wiring has to be correct, and white wire connects to neutral, black wire connects to Hot, and red wire connects to wire going to switch.
Timer replaces single-pole light switch only and cannot be used for 3-way switching.

Sounds like this was probably a three-way switch you are replacing as there is no neutral (white) wire in the box. If so, you can splice the white wire to the green wire in other three-way switch box; then hook the green wire in the box you are placing the timer to the white wire of the Utilitech timer.

I can not get the timer to automatically turn off and on UTILITECH 7-DAY DIGITAL IN WALL TIMER

Utilitec sells two different 7-day timers.
Open following two links to identify timer, see manual, and read wiring instructions:
http://waterheatertimer.org/Program-wire-Utilitec-0192773.html
http://waterheatertimer.org/Program-wire-Utilitec-0141224.html

From description of problem, it sounds that timer programming is not correct.
Each event needs ON time and OFF time.
If ON time is set.but OFF time is not set, then timer will turn ON and never turn OFF.
ON and OFF times must match days with each other.
Also if programs overlap or conflict, timer will not operate as expected.

I think instructions for both timers say that programs can be reviewed by pressing PROG button.
Re-read manual carefully.
Write out parts of manual that are confusing.

Add a comment for more free help.
Also take advantage of fixya phone service.
For a price, expert speaks with you over phone while you work on timer or any do-it-yourself project.
Fixya is always less expensive than a service call.

http://waterheatertimer.org/Program-wire-Utilitec-0192773.html

I have been testing the 0192773, and other timers, for wire and program difficulties.
Good news: your timer is wired correctly. This timer will not operated lights with incorrect wiring.

programming steps are long, but same as other programmable timers.
The 0192773 is a 7-day or sunrise/sunset timer

1) Most programmable timers will not 'work as expected' if there is a conflict in programming.
They suggest you make a schedule of times before programming

2) One of the things this timer offers are individual days -or- groups of days > for example weekend only -or- weekdays only -or- all days of week -plus- individual days. For me, it was a bit confusing keeping that straight while programming

3) Each Program has ON time and OFF time
So Program1 ON has to be set same days as Program1 OFF

4) The other difficulty was how fast the display shifted back to current time when I was programming. If I looked at the instructions for a moment, my display would change before I could catch up. So it's possible that an ON or OFF time could be missed easily.

5) Finally, if you are using the timer as a sunrise/sunset, you need to enter Sunrise or Sunset with program1 ON and program1 OFF

I think the problem is in your programs:
You can use paperclip and hold in reset button for a few seconds and start over
Or
You can press PROG button and and re-check and re-set each program.

By the way, when setting current time, I noticed the timer let you chose a year up to the year 2099. I thought that was an optimistic outlook for both operator and timer.
