OMNI 3200

My boyfriend has been working on these POS systems for some time now and cannot figure out what is going on, when he tries to do the partial download it says no answer, the line is fine because the "working" Omni 3200's can download the partial diagnostics software from the same line with no problem, he has some schematics but can't determine if this is a programming or hardware failure, any suggestions would be helpful.
