You can try playing that media using VLC Player rather Power DVD 7. Here's the link for downloading VLC Player version 1.1.4:
If the media plays in the same manner even with VLC Player version 1.1.4, then it could possibly an issue with the media or your speakers. Check with different video clips to isolate the problem.
