Yes it's normal! It's just a led light confirming it is plugged into the mains power and it still keeps charging the battery when the laptop is turned off!

your laptop probably in power saving mode, it is a preset to makes battery last longer. your power adapter might not being detected shown by red light, try to plug it firmly or use other power adapter if available
the fan is used to keep the motherboard cool. if the motherboard dosnt reach a high tep the fan will not kick on. it's a good thing. means motherboard is staying cool.
You didn't post the Make, Model of Laptop or the OS you are using. I'll use a Win 7 solution. Boot the Laptop, open the Control Panel, select Power Options, set to High Performance, select Change Plan Settings, set SLEEP to Never, select Change Advanced Power settings, go through the settings , set SLEEP and Hibernate to Never, Power buttons and Lid to shut down. Always shut down and unplug your laptop when not in use to prevent damage from power surges and possible Fire hazard IF the battery malfunctions. A reboot every day will reset the computer.
Since it sounds like an issue with the Power first try to release flea power.Disconnect the charger,remove battery,press and hold down the power button for 30 seconds.Reconnect the battery and charger.Turn on system and check if it turns on. Remove the battery and just leave it off the computer, then plug in the power cord and try it. If it works with no battery...the battery is completely dead and you need to replace.
