Make sure the printer is connected directly to the wall outlet. Check it again.... if you still got the same issue.... Disconnect the power cable from the back of the unit. While the unit is off, press and hold the # and 6 keys on the keypad. While holding the keys down with your other hand connect the power cable back in. Continue to hold down the keys until the screen goes black. Press the On button to turn on the unit. Follow the on screen instruction and see if the issue is resolve.
If not then you will have to service the printer as it is a hardware issue.

Apparently, there is a known problem with this printer series (7310 / 7410). When you replace the cartridge, there is a metal wire that keeps the cartridge in place. This wire comes away from the wall as you slide the cartridge in and makes a hole in the ribbon cable.
Unfortunately, there is not much that you can do, other than to contact HP. Hopefully, your printer is still under warranty.
