i would say that if the parts fit use them. the reason they say that is because over in europe they use diiferent levels of power for controling the cars but there is no difference between canadian and us versions.
it sounds to me that the instrument cluster has gone bad. not for certain because I cannot see it but if you have a mechanic tell you that it is a very strong possibility.
