You not mentioned which CHAT client you are using. But that doesn't more important. First check whether your Mike and Headphone is working fine or not.(Go to control Panel > Sound > Testing)
If you can hear the voice means its OK and there is some problem with the Client.
Alternatively you can run Start > Run > DXDIAg "Enter". Here you can check your machine sound also.
It should be running perfectly fine to resolve your issue.
