you can download the users guide for the TMC 4500 from the web site http://www.tmccorporation.com/ which basically is the same as the TMC 4000 it just has 16 lines instead of 4 everything eles is basically the same. This is what I used to set up my phone.
you have to assign an ext to the phone.Press Program and extension button to assign it to an extension. all phones have to have different assigned ext (obviously)...

At extension 1
press Program (mute light turns on)
press Transfer (mute light flashes)
dial "38"
enter 2 digit year, i.e. "08"
enter 2 digit month, i.e. "05" = May
enter 2 digit day, "01" = first of the month
"31" = last day of the month
enter 1 digit day of the week
1=Sun, 2=Mon, 3=Tue, 4=Wed, 5=Thu, 6=Fri, 7=Sat
enter 2 digit hour in 24-hour format
00=midnight
01=1 AM
13=1 PM etc
enter 2 digit minute from "00" to "59"
press MUTE.
You will hear a single confirmation beep. If not, you did something wrong. Start again from the top.
Each telephone must be connected to line 1 and line 2 for proper operation. The remaining lines 3 and 4 may — or may not — be
connected to each station as you desire. First plug in the battery,
then the phone lines (1 & 2 are mandatory), and third the power
cord. If your intercome LED is blinking red and green, then press:
STORE IN, followed by "INTERCOM" followed by a free intercom# (i.e.,
any of the memory buttons 1 through 16 not already assigned to another
telephone set). Then wait for the phone to go through its initiation
sequence during which it searches each of the four possible lines.
After that concludes, you should get dial tone on your active lines.
