As described, the operating system isn't properly installed. As it's new, it should still be under warranty. Take it back to the vendor and get them to sort it out.

Failing that, you need the recovery disk, as its new you've probably not been able to make one yet.

Don't mess about with it, you'll void your warranty.

Can it not be fixed any other way then?

When your laptop says "Please run set up again" its asking you to re-install windows. In reality that is the only way to sort it out. As its new, I'd be loath to mess about with it because you'd probably void any warranty.

You can put any operating system on that you like, I'm assuming its windows but if it came with a linux o/s you can download a copy for free (Ubuntu) and install that. You'll have a working laptop but, I say again, as its new, I'd go back to the vendor.

You will need a Windows Install disk that you can borrow from a friend and an external USB optical/dvd drive.
If you have some experience you can create a bootable XP install stick following this

Try to clean up your cd recovery, maybe some file cannot copy while installing.

Windows not loading

Do you have a boot disk? If so, pop it in and make sure your BIOS allows you to boot from cdrom and either repair it or do a clean install with a Windows disk.
