I need more info. Is the motherboard new or all the components are newly purchased..? If not which one's old and which one's new?

Do you hear the cpu fan and other fans running when you press the power button? Are all the hardware compatible with each other? How many Ram sticks are installed? Are both the power connectors on the motherboard properly connected (both ATX and 4 pin socket)?

The best thing to let me check your motherboard is, a photo of the setup motherboard, so that I can take a look and correct the mistakes, if any.

To do this, take a shot of the currently setup motherboard (Full view if possible, of you can take separate shots). Upload the pictures on Tinypic.com (tinypic), once you open the link, you'll see these menus on the webpage :
PUT NEW MOTHER BOARD MS-6547 MAX AND NEW - f6c6ef1.jpg

Choose the file, assign a tag and click upload, once upload is confirmed, you'll get links like this :
f017048.jpg

Copy the last link and post it back to me with your comments and details.

I'll check the configured components and try my best to help you fix it at the earliest.

There are many possibilities, but let's start with this and if nothing is helpful, will go deeper with the other troubleshooting methods.

Till then.. Good luck.. Awaiting...

I don't know what version is my MS-6547. I want to upgrade the CPU (currently running P4 2Ghz) I know there's a description of each version somewhere here, but this one doesn't sem to adjust to any, First,...

Roberto,
Well I can say its a socket 478 P4 and you can probably only upgrade to about a 2.4Ghz P4 , probably not much of an upgrade, better to build or buy a new PC for around $500-$600

Windows won't boot is it the otherboard?

1) It can be the mother board ( check for blown caps or a missing heat sink on the main chip if the heat sink is missing you can replace it. If blown caps replace the mother board. Capacitors are little cylynder shaped things on the morher board the tops should all be flat if they are pooched any they are blown)
2) it can be the processor make sure the heat sink is on it and the fan is turning. MAlke sure you don't have it over clocked and if the processor has been removed that they put heatsink paste back on it.
3) a power supply going out or over loaded can cause this problem as well.

2. check on th power supply you put on your motherboard for the new board there are the socket for the power to be placed on the otherboard
