Good day.
Memory modules are sensitive. You must take a lot of care when handling memory modules.
The first question is why did you change the ram? Nevertheless, if the one you replace is certified in good condition, then the problem lies in the insertion of the new ram. First to note is the use of correct memory module type and speed. Use of incorrect type/speed may result to errors. Secondly, clean the module's contact points using an eraser. See to it that you align the module's cut (located in the contact point) to the proper slot in the memory module's slot. Do not force to insert the memory module if it is not in the proper slot, it will break the board and/or the memory module. You can hear a slight click sound or a firm position signifying you have correctly inserted the memory module. Power on test your laptop. If you have more than one modules, you may try one another to isolate defective one.
Feel free to post your problems here at Fixya.
Good luck.

Just before it tries to start windows, go to safe mode, press F8 and select safe mode, you may need an external keyboard. That will enable you to restore the faulty/damaged files.

My asus ee pc atom dual core is not starting it is showing a black screen with ASUS showing and its not booting

Remove anything that's plugged into it (USB keys, USB mouse etc.)

Try power up. If fails, continue.

Remove power supply, and battery. Hold power button for 1minute. Insert battery and power supply.

Try power up. If fails, continue.

Hook up to external monitor/tv. Power on. Can you see anything on the TV?

Remove the RAM chips. Try power up. Does it beep?

If NO then your motherboard is broken (specifically issue with CMOS)
If yes, could be graphics related.

Bring it to a PC shop for full diagnosis.

When you reboot the machine, keep pressing F8. this should give you a menu to boot into safe mode. when in safe mode you should have an option on the charms bar on the right to refresh your pc which will restore it to previous settings without losing your data.

Big chance that Graphic Card, integrated into motherboard failed. I would suggest to take out Hard Drive and RAM and then try to turn it on. If it still shows nothing - best bet that motherboard gone bad.
