Instead of looking to the laptop drivers, try looking for the monitor drivers. If there aren't any, then research the video card for the machine to see if the specs you have are wrong. If there aren't any drivers for the monitor, then the drivers at Toshiba's support site should work, since they don't, I'm going to say it's in the video card.
