Try plugging into a differant wall socket i take it is is powerd by a transformer which could be faulty easy to replace if not try changing the fuse in the plug.
if you can hear the drive spin up or feel a slight vibration or hear humming then its the drive i suspect its a power problem though.

Hi RORY CALLOWAY-GOUZOULES, try removing the power to the unit at the power point.
Wait 20 seconds and power it back up at power point and see if power button on front of unit will power it up.

Inspiron 1521 will not power up

I'd say that you have exhausted your options. You can try to isolate the power on problem by removing your your memory modules, hard disk drive and see if it at least stays powered on. Here is a link from Dell for your laptop's manual:

Can not get my tail lights to work onk 1989 gmc truc

The front park lights work correct? If the front park lights work than there is not a problem with the light switch since the brown wire from the switch supplies power to the front park lights, front side markers, and the rear taillights. There should be twelve volts on the brown wire from the headlight switch with the connector plugged in and the park lights turned on. If this is true that there is a problem with the wiring to the back of the vehicle. A thorough inspection of the harness should reveal the problem. The dim break and blinkers support the above. High resistance also know as corrosion, in the wires or connections would cause this problem.
