Did you check the ground were the light plugs into the wiring harness ?
strip the hot wire and check before the plug ... also may want to check ground on unpainted surface..
hope this helps

Had this same problem on another 97 Virago 1100, did as Goodrow1 said and pulled the starter button out and that was it! A shot of WD-40 and it seems to be ok. Turns out that the starter switch cuts power to the headlight ahen you crank the bike to keep from overexerting the battery. Sometimes it gets dirty and sticks part way in. Thanks for posting this! Headlights quit ,were working fine and just quit, checked the fuse,it's ok,do not think plug is getting power.running lights work, taillight works?

Using a multimeter check for voltage across the headlight fuse if yes then follow headlight power wire to the connector under the tank, if power is present then check for power at the headlight plug
It is quite common for wires to split inside the harness where they go around the headstock. This is because of chafing & stretching as they move with the handlebars
Hope this helps
