The error is due to failure of the main control system. You can remove battery and card replace battery and while switching on tap the lens hood on your palms so as to disengage any dirt or mechanism being struck that is making the power switch off or hang up.
Use some air to blow between the lens to dislodge any sand particles struck inside.
If none of these works then you can think of taking consensus with the service centre.
get estimate before you decide.

No picture display or image when I turn the camera on

Did you try to press the display button on the back of the camera?
With the display button you can cycle through different things on the display. One is power save and it will display nothing. Perhaps that is everything you have to do. If that does not work, let me know.

Last week I was taking pictures outdoors, later on that day my screen went totally black, the green light comes on but the screen continues to stay black, I have changed the batteries

One of three possible problems. First check that you didn't accidentally press the DISP or DISPLAY button. If that's not the problem...
A stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, especially when taken outdoors (for shutter stuck open). To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so, please see this link for further info and a simple fix that may help.
Finally, it could be a loose or poor connection of the screen's flex cables, a very common problem for your model camera. The A620's vari-angle screen is a great option for a camera, but with this moveable screen, the screens data and power cables can and do wiggle loose. It is actually relatively easy to fix by just reseating these cables, but will require opening the back face of the screen of your camera. Please see this other person who had a similar problem with an A630.

The stupid thing won't power up anymore. I try and cut it on and the green light just flickers then goes off. it froze when the lens was out too which means its been stuck that way for a while. I didn't...

I found that cheap (new) batteries will not work in my camera. Duracell or Rayovac seem to work best.
I added 2 (new) cheaper batteries it took 1 picture the lenses would not retract and the battery light flickered. I found 2 new Durnacell and it works fine now. Hope this helps.

Camera will not stay on.....

the 3 beeping sound means that the camera has low battery capacity. the lens is stuck out because there is incorrect battery connection. there is an option on the camera setting for the battery type. try this one:
-turn the camera on
-click on Menu button
-select options using left/right, up/down button
-select Set up 2
-Select Battery type
-Select Alkaline for non-rechargable
or Ni-MH for rechargable
-click OK button

this setting should be done when using camera for the first time and whenever you are switching battery types, from rechargable to non-rechargable and vice versa.

DON`T OPEN THE COVERS - YOUR SELF!!...You have to use ESD!!! Your cameras optical-unit needs operation. It`s not "self-made"-project!
