The Windows kernel - the core program of it - is corrupted or missing. This cannot be fixed, you will have to reinstall using the recovery disks.
This is almost always caused by viruses, after you reinstall use another antivirus, the one you had until now is useless.

I turn it on and it has the same options to go to safe mode, or to start windows normally. It then stays at the welcome screen, and never logs on fully. Please help me so I can log on.

Looks like a corrupt profile. On another computer do the following
  • Download Hiren Boot CD
  • You will need to burn the .img to a cd
  • Put this disc in the computer you can't log into
  • Once at the Hiren Boot Menu, select Boot to Windows Mini XP
  • Once this has loaded open "My Computer"
  • Double Click the C Drive then Users folder
  • Find your user profile "Sienna", right click it and rename the folder Sienna.old.
  • Remove the cd from the computer and reboot
  • You should be able to log in now
  • You can now copy everything from Sienna.old to the newly created Sienna profile folder

Download either a Hiren's Boot CD (version 15.2), or a free version of Parted Magic (either or both on a CD instead of a flash drive ... because flash drives can EASILY be infected by malware and viruses! Set your BIOS so that the machine will not try to boot to the hard drive, but only to the CD. Then access your files via the OS on the CD, and copy whatever you need to copy off to another location.

Dell Inspiron 1545 Booting Problem [Black Screen].

Insert the original Windows CD-ROM into the DVD-drive, and see if the computer will "boot" from that disk. If so, then it could be your 'C:' drive which is having the problem, and thus not "booting" your computer from it.

Monitor comes on for seconds and then goes black

This may be because the resolution that is set in your user profile when you log on has been changed to a resolution not supported by the monitor. The best way to fix this is by going into Safe Mode (press F8 as the computer starts to load Windows) and change it to a lower resolution once you get logged in. 1024X768 is a pretty safe resolution to start with. Then restart and see if that fixes the issue.

Black Screen on Startup.

Did you try " Last known good configuration at start up. If after boot you press the F8 key where you said you went into safe mode, did you try to load the good known config. It sounds like you have a corrupted registry.
