Did you take the video card out and clean the slot before you put it back in? What did you clean it with? The can of dust stuff will ruin a computer, because it just blows the dust to other parts of the computer. Use a vacuum cleaner or a dry vac instead.

Hi my computer have problem in starting. few days

Disconnect the power from the diskette-drive, from the disk-drive, and from the CD/DVD devices. Then, try to start your computer.
If it still fails, then try a different power-supply.

See if you can enter SAFE MODE. After turning on the power watch the screen and when you first see Starting Windows press the F8 key several times until you see a menu, select Save Mode. If the computer boots to save mode, it's probably just a driver problem.

Monitor will not start

So, when the monitor is on, connected to the wall (not to the computer), there's absolutely no signal? no message on the screen? no colors moving? Have you tried with another power cable? You can try this test. Use the computer's cable to test if the problem is the monitor's cable.

When switching TV on screen turns white and after 30 seconds switches off

This likely has a 10 ohm resistor on the CRT board that is open.  This feeds 200v to the cathodes of the CRT.
