No the BIOS is not a replaceable chip. Yes the BIOS can be reflashed once the computer is working. And, definitely Yes. An overheated CPU will definitely cause a shutdown.

The LED blinking is a BIOS POST error code that points to a fault in the power regulating circuitry on the motherboard. This is a well known problem with Toshiba M Series laptops.

you can try windows up date, or check the control panel, locate display and check the Brightness settings.
It is also possible that part of your screen bulb is dead, that's why one part is dimmer.
But there is no drivers that will make your screen bright.

try restoring your factory image...
try pressing the following when your Toshiba splash screen shows on your laptop:
one of those should bring you to your factory image for your laptop... however, if the hard drive is damaged, you may need to take it in for repairs.
