If the line is vertical then the problem is no horizontal deflection. The vertical chip is probably fine.
Check connections around yoke (thats the connector with at least four wires that goes up to the coils around the neck of the tube)
Maybe that TV has two horizontal output transistors. One for deflection and one for high voltage? Check both of them. Look for bad solder joints!!!

Possible that the vertical drive IC has failed . But make sure to test the voltage on the IC as if the voltage is not present on the IC thenthe saem problem can happen andit can be due to a failure of the fusible resistor from the LOT.
So check this before you replace the IC.

If you have a bright vertical line down the screen you have an "S" correction fault. Usually there is a small choke that gets a dry joint under it.
Check for dry joints.
