Question about Nokia E63 Cell Phone
To block a phone number you need to contact your mobile phone operator (AT&T,Sprint, Vodafone etc),they can put a restriction on the numbers that you specify. Some operator allow you to manage your mobile phone account from their website,just register with your provider and you yourself can manage or block that number that you wish.
Text message can be blocked the same way.Spam can be block by reporting them to your telecom regulator or registering yourself in your countries' don't call registry.

Normally you can so long as the caller is presenting their number through Calling Line Identification (CLI) - ie you can see the incoming number on the screen.
If you can see the number, save the number into your phonebook. Create a Group in your phonebook and put the number in it. Then normally you can automatically reject calls from a Group - either by the Group options, or by the settings under the phones Profiles.

1 Call you cell phone service provider and tell them that you want to block text messages from a certain number. Your provider will stop all texts coming from that number
Reply to an unwanted text from a company or organization with "unsubscribe." If you're getting SPAM texts, this should make it stop.
Check out the website of your cell phone provider and look for the option of logging into your account. Most companies allow users to set up preferences in regards to their text messaging, including blocking certain numbers.
Change the text message settings on your cell phone. Depending on the model you have, you may be able to block certain numbers just by changing your settings
