I have ford crown victoria 1999 model, battery light goes on and off while driving and also today morning my car did not start

Most likely not charging. Put a volt meter accross the batery when car is running. Should read at least 13.5 to 14.5 volts. If lower its not charging . Check for poor connection at battery connections .

1999 ford crown vic starts rough in the morning, whats the problem

Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. But if battery checks out ok, then it can be starter issue or faulty alternator or problem with low fuel pressure or no spark at spark plugs due to dirty spark plugs or faulty ignition coil or injectors getting cracked or dirty and needs to be cleaned.

1998 Crown Victoria when you the hearter the engine surges the volt gauge goes up and down and the head get dim and the same time

check the battery connections,and the wires to the starter solenoid for corrosion,if they are OK then the alternator may be getting worn out,typically a Ford alternator should last to about 160,000 -200,000 miles
