If you go to this site, you'll find diagrams and parts lists for your model:
http://www.appliancepartspros.com/partsearch/model.aspx?model_id=5130309&diagram_id=22283831#d22283831
Part 801 is the main control board, which may contain the defrost timer, and could be the culprit.
However, the problem could also be the defrost thermostat, or defrost heater.
Here is how to troubleshoot a thermostat:
http://www.ehow.com/how_2167621_troubleshoot-refrigerators-thermostat.html
This site explains how to test a defrost heater:
http://www.partselect.com/refrigerator+test-defrost-heater+repair.htm
There are many other sites that explain how to test these, in case you want to refer to other methods, however, they're basically the same as those provided.
Good luck, and hope this helps.

Generally you have to remove the back panel of the freezer. There you will find the freezer coil and fan. the defrost water drips off the coil during defrost and gravity flows down thru the drain. Hole should be in center of unit. Those drains plug up. clear drain.and make sure panels go back on correctly

Why I found water at the bottom of the freezer

most likely the drain is blocked.remove the draws or bins from the freezer, you might have to use a hair dryer to melt out the ice so you can remove the bottom bin.at the bottom of the back panel there's a drain hole where the water that melts when in defrost drains down is blocked and now the water overflows on the freezer floor and sometimes out onto the kitchen floor,if you don't see an opening at the bottom of the back panel then remove the panel to get at the drain hole.melt out any ice with hair dryer, next you have to clear out the drain,i use a steemer to blow through whatever is blocking the drain,if you don't have a steemer you can try a baster or anything that will blow air through the drain, you can stick a thin screw driver in the hole and heat the metal on the screw driver and it will cut through the ice down in the hole then try the baster to blow through, when you think you cleared the drain, pour hot water down the hole,if it goes down you're done,if not keep at it until water drains down the hole, unplug the machine or shut down the control,if you don't warm air will get into the air vents and freeze up and you'll have another problem on your hands.good luck

Water is collecting under fruit and vegetable bins and then leaking out onto kitchen floor.

sounds like a problem with defrost drainage system. would need model #. older GE refs had problem with rust holes in drain trough. how old is it? do you see any rust on back wall of ref? newer refs had problem with drain hole freezing shut and heat probe had to be installed to prevent it from freezing shut.

Water setteling on bottom of freezer side and freezing also leaking. 2 fridges both doing the same thing . leaking on the inside and freezing and underneath water is leaking.

Clean out the defrost drain. There is a drain in the freezer that lets all the defrost water run under the fridge. If that gets clogged then all the water runs into the freezer and can even leak onto the floor

You have a plugged defrost drain.
Unplug refrig. Unload freezer. Remove shelves. Take back panel out of freezer. Use a turkey baster with hot (not boiling) water to flush water in the area of the defrost drain hole until it is clear and water will run through it into the defrost drain pan under the refrig. The drain is a hole about the size of a nickel, usually in the very back center, below the cooling coils. You can use the turkey baster to force water into and eventually through the drain hole. Remove ice from floor of freezer.
Re-assemble, refill freezer, and plug in. Now, when your refrig defrosts, the water will go out the drain instead of onto the freezer floor and out the freezer door onto your floor.

usually the drain hole underneath the evaporator in the freezer section can restrict with anything from ice to bugs. take a wire hanger and try to run it all the way down into the drain pan. if you have ice then try to poor cool water over it to defrost ice. then use hanger

Frididaire side by side refrigerator- water freezing in bottom

Frozen or Plugged Defrost Drain

On Side By Side Refrigerator

The defrost drain pan is located at the bottom of the freezer compartment behind the back wall of the freezer. On some models the pan is accessible without removing the back panel and others are not.

Once you get to the defrost drain pan use a hair dryer to melt the ice from the pan.

Once the ice is removed use a turkey baster like this one: Turkey Baster http://www.repairclinic.com/SSPartDetail.aspx?PartID=428708&PPStack=1

To squirt hot water into the drain hole to clear the drain.

When the drain is clear you should hear or see the water you are squirting into the hole enter the pan under or behind the refrigerator.

GE TFX20JR side by side/water leaks out freezer during defrost

Yes, you are correct, that is a drain. Use a turkey baster with hot (not boiling) water to flush out the drain tube until water will flow out into the drain pan under the refrig. (where the air blown over it will cause it to evaporate)
