How outside is the fan? The blades should be a plastic type material. They should not break just because of it being outside. Go to the nearest hardware store and tell them you need some exterior fan blades. Screw them in to the metal arms that connect to the fan and make sure you have all exterior and rust proof parts (screws, fan blade arms, etc). Make sure to tighten the screws good. Then screw them into the fan motor, tightly of course. These should not break. If it continues to break after replacing the blades, then it would seem as if someone or something is breaking them. I've been an electrician for 8 years and have never heard of this happening.
You didn't indicate if it was gas or electric. Either way the plant has to go. if it's electric, see if you can see the fan blade on the motor. Take s small screwdriver and try and turn the motor backwards, which would open the blades. Be careful and dorn't force it and break the fan. Pay close attention on which direction will move the blade.
Open your hood, look under wiper if you see dust filters you have them if not you dont. Its tough to remove the blades without breaking them i dont suggest it.
The fan blade can be removed from the shaft. You just need to pop the lock washer off and pry the fan blade. You most likely will not be able to remove the fan blade without damaging the blade. You can buy the replacement fan blades online. The part number is 5901A000. If you are concerned about the angle of the fan blades not positioned to move air, you can add washers to change that angle but you will need to do that to all the blades. The blades should be balanced to eliminate wobble. If I were you though, I would contact the manufacturer and state your problem and see if they offer replacement blade supports with a more aggressive angle. As for breaking the motor... highly unlikely. especially if you are installing an even distribution of washers to balance things..

The motor is located just under the glove box on the passenger side. I remove the glove box then the panel below the glove box. I also go ahead and pull back the carpet and the padding under the motor. It is held in place by 3-4 bolts that take a 7-8 millimeter socket. I use a swivel extension for the back bolts. The motor with the fan blade attached is a tight fit, just keep wiggling and pulling it should come out. Try to remove the old moter without cracking the fan blade, because sometimes the replacement motor doesn't come with a blade
