You can change colour option is scanner software from where you scanned.
For that before scanning open that software then go to it's settings and change scan option to color if you want color.

what type of paper is the picture on, is it a actual photograph, is it a magazine print or is it printed on matte paper? All of these can effect the print outcome as the light reflects off each differently or absorbs into it when scanned. Also check the setting in the pronter setup and set it to match scanned settings.
Is the scanner scanning normally otherwise? Try scanning a printed matter with white background and if it is okay, then the streaking may be because of excess brightness chosen. Check if the paper movement is at constant speed. If it is smooth paper, it may slip and the same area may scanned again, appearing like a streak.
Does your scanner software give the option to choose different modes...grayscale, color, black & white?? This sounds like it's scanning in grayscale....if you can change it to black & white, the background should remain white.
There should be a preview option that scans more quickly than actually scanning the page. Then after the preview shows, you can select the area that you want to actually scan and then you hit the Scan button. If you are using the Canon software, this should work for ya.
