Remove the rear panel then locate the thermal cut-off on the top part of the heater canister. The thermal cut-off cuts out when the high-limit thermostat fails. These parts along with the cycling thermostat are wired in series with the heating element.

You can bypass the thermal cut-off for troubleshooting purposes if you don't have a tool for continuity testing. Tape the wires together or jump a wire between them then insulate them properly. Plug the dryer in then start it. The thermal cut-off is indeed blown and needs to be replaced along with the high-limit thermostat if the dryer heats up with the thermal cut-off bypassed. Do not use the dryer with the thermal cut-off or any other part bypassed due to fire hazards.

Do the same with the high limit thermostat if the dryer still doesn't heat up with the thermal cut-off bypassed then with the cycling thermostat if the dryer still fails to heat up.

Is this gas or electric? If it is electric, then you will want to test the heating element with an ohmmeter. You can also test the power going to the heating element with a voltmeter. The heating element may be bad. Make sure the venting and all of the machine is clear of lint. Many of these units have a flapper inside the venting of the machine that closes when the dryer needs to heat up and opens when it needs to cool off; The vent can get stuck open.

If it is gas and not drying, check that there is a flame and that there is power to the ignitor and thermal coupler. A thermal fuse could be bad on both gas or electric.

An ohmmeter measure continuity. By removing the wires attached to the heating element, you then place a probe of the ohmmeter on each connector of the element connector. If you have no reading or very very low reading, then it is bad. If you have a strong reading, then it is good.
