First check the power supply for each unit. A low battery or bad filter capacitor (AC power) can cause all sorts of misbehavior.
Do you have an infrared camera or other IR detection device available? (Sometimes you can improvise by removing the infrared filter from a Webcam.) Check to see if the IR emitter is working. Another possibility is that the sensor or emitter cover is dirty. Also, check whether there is something in the field of view that is causing the false alarm. Moving the sensor unit is one way to eliminate this possibility.
These are the "easy" preliminary checks. If you haven't found the problem with these tests, it's time to get out the instruments and check voltages and waveforms.
