SOURCE: Briggs and Stratton 17HP Intek Governer Overspeeds

Can you Regulate the Engine Speed Using the Governor Arm? If Yes, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Can Not Regulate the Engine Speed Using the Governor Control Arm, then Check the Carburetor Throttle Valve. If the Throttle Control Valve (sometimes called a Flap or Plate) Mounting Screws Came Out of the Control Valve, then you will have No Control Over the Engine Speed. Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor. When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. Usually the Spring is in the Lower Hole in the Governor Arm and the Solid Link is in the Top Hole of the Governor Arm.** If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens

SOURCE: removal of flywheel from briggs and stratton 4 cycle engine 3 hp

Without the $100 flywheel remover that briggs will happily sell you you can do the following.
First you will need another body to help, two if available
2 pry bars or large screwdrivers
A air hammer if you have it or a large hammer if not
Loosen the flywheel nut until it backed off til the nut is just barely one thread or even with the shaft. Now put your pry bars behind the flywheel on opposite sides. Have someone provide constant pressure (don't be too forceful the block is made of aluminum and can be damaged). Now hit the end of the shaft with a hammer or air hammer (the nut is protecting the shaft threads) with medium power. With a few careful hits the flywheel should pop right off.

If you run into trouble or are unsure of something in this proceedure please ask.

SOURCE: Having problem starting and keeping engine

some have fuel filter some do not , but it sounds like you have contaminated fuel and is is clogging up fuel line or carburetor, look into gas tank with a flash light and see if there are specs floating at bottom of the tank, if there are drain tank of all gas and remove tank and flush it out with brake cleaner, then disconnect both ends of fuel line and spray through tube into white paper towel until u see no dirt/debris. then remove air filter clean foam( soapy water, dry re-oil 10w30 is ok). remove carb from engine spray through main port with carb cleaner not brake cleaner, and use tube and spray through inlet tube while holding throttle wide open reassemble and it should run fine, if not u may need to disassemble carb if not comfortable with this then order new one usually under $100

Sarter will not turn engine over

Two things cause this...a bad starter or weak battery...not sufficient Amps will not allow enough power to the starter to spin it fast enough to start the engine....a bad starter simply cannot use the power supplied it to turn the engine properly. Have some one do a load test on the battery..tests the battery simulating starting the engine. If ok it is the starter if not replace the battery..good luck.

Starter turns engine too slowly

If the engine has not been taken apart, then the problem should be either too much oil or a weak battery, and lastly a weak starter. If the engine was "rebuilt" then the timing may be off.

I have a sears craftsman tractor,18 hp electric start. No. 917.254860. engine no. 422707,type no. 1522.01. briggs and stratton. engine won,t turn over. Replaced plugs, coil, carborator rebuilt to specs. New...

From your description it seems that the starter is not engaging to turn over the engine. First ensure all the connections of the thicker cables to the battery, starter and tractor frame are clean and tight. If starter motor is turning but still not engaging it will mean that the pinion on the starter motor is binding on the shaft. You can buy a new starter pinion gear from your local B & S agent.
To replace pinion, remove starter motor from engine, remove old pinion and put on new one and reattach starter to engine. If fuel & spark are right you should be up amd running.
