In my car seats, the harness is hooked on the back to a metal buckle-looking thing that is attached to a piece of webbing. The webbing goes under the seat and out the front, where you pull on it to adjust the tension.
Simply remove the harness straps from the buckle-looking thing, pull out the front, push through the higher harness strap position, and reattach to the buckle-looking thing.
