My Nec Powermate ML6 was working fine, I poewered it off for a few days and now I come to power it back up, all I'm hearing is the CPU fan. No post or screen display is present.

I would first test (testers cost about $15 at any computer store) the power supply. These often go bad after a few years. You can probably find a new one for #20-25. Just make sure the new one has all of the same connectors (IDE or SATA, etc.).

The CPU is running and all devices working too but cannot display to monitor. I also change monitor for testing, but still cannot.

What's the CPU running?  Did nothing ever display on the monitor since you powered up?  In that case, your display adapter (a.k.a. videocard) is looking suspect; maybe its output transistors got blown.  Find a slot for video and put a card in there and try again....

Fans meaning CPU and Power Supply and Chassis? Try taking out your Ram and see if you get a beep code. If you do that's good, put it back and take out your video card, again for beep code. If you have internal video, during boot up try a combination of keys which used to get you to BIOS? Can't? Try putting in an external video card. Do you get a screen? If not, it could be your processor, although we really haven't ruled out your Video yet. Does your keyboard flash when you turn on? Try holding down a key for about 30 sec. while booting and wait for a beep. You should go into BIOS.

Starting problem

check the processor fan is working or not. check its connector. Also check if there is any beep sound.
if processor fan is ok then disconnect all the cables, data and poewer cables. plug the power connector to motherboad only and listen if there is any beep sound there.
tell me after doing this, if problem doesnt solve.

You don't need to get a specific power suplly just get a new one with any name and fix the cables according to the existing ones.

Boot problem

It's maybe because of your bios battery are weak, change it with a new one 3volt cr2032, hopefully this could help

i dont know about the red light, but all main boards these days have a built in protection if the cpu fan quits. check the cpu fan connection, ensure that it and the heat sink are dust free. if still no go. update  your question with exact info..e.g. does absolutely nothing.. how many beeps you long b 4 it dies.. final note: be careful what you touch.. static can harm more that most think and the oil from touching can retain heat.
