Your television is very likely stuck on a diagnostic cycle which is normally only used at the factory and by repair technicians.
You will need to contact the manufacturers customer care/service department to find out how to get the tv back to normal; I cannot tell you who to contact as you haven't stated the make and model nor which country you're in. The information won't be in your user manual as it's not a mode which customers are ever meant to be able to access.
