If you do not get an initial power beep you have a hardware problem and there is no way to deterime what the problem is without looking at the unit.
If you do get the first beep then press F2 and see if you can get to the BIOS. If so, I would then suspect a virus has got to it. Wipe-N-Load of the Windows OS usually runs about $75-$150 from a local computer repair company.

You probably can not make the determination of the cause for failure. Other hardware can casue the MB not to Post . Laptops are very tricky, even to open them up your can damage the plastic parts. Sometimes you can not even find the screws.
If you are going to scrap the laptop, you can take it apart carefully, saving the parts. If you Google long enough, you can find the Compaq Manual online.
Part it out and sell the pieces on eBay. There is probably someone who needs the screen. Take a look to see what they are getting on eBay for the screen, battery, charger, memory, harddrive etc. If you sell the HD you need to remove your personal data. Wipe the HD first. You will need a cable adapter to plug the smaller HD into a desktop computer but I do it all the time.
