Question about Dell Inspiron 1545 Notebook
No Not at all this is not a harddrive problem, This is a problem related with the operating system. If it has been the harddrive it will not even work in safe mode.
However if you want to check the harddrive you can run the diagnostics to do it, turn off your laptop and then press f12 when you turn it on iy will give u multiple options select diagnostics there, if your harddrive is faulty it will give u error code, if it doesnot gives you a error code then its not a hardware issue. This may be a problem with the operating system.
To solve this problem you will have to go through a detailed troubleshooting steps.
IF YOU HAVE THE WINDOWS DISC then you can try to repair the operating system.
Else backup your data and take the computer back to factorey settings or reinstall the operating system.
