Remember the belt rule, V of the belt goes in V pulleys.Flat pulleys that are stationary or move get the back of the belt. You can figure it out. Its not rocket science. Remember at some point there has to be a tensioner,usually gets the back of the belt if its a flat pulley. U may have to remove the spring and then reattach the spring after the belt is routed.

You may have some bent or out of adjustment linkages, causing the brakes to stay on.
Or the friction nut (one on each transmission) is too tight. These are located just in front of the axel, they go through a slot, the washer behind the nut should turn freely

First TORO has proprietary information on their products.
Second is the fact that you are agreeing to only pay 4 dollars for something like that.
The only other thing that you can do is look in the US patents database to see what you can find.
