HOW CAN I TELL IF MY TV IS 720 OR 1080 ALSO HOW CAN I TELL THE MEGA HERTZ

Go to the Magnavox site and look up your set, or do a search on the net for the model number.
I found a spec sheet at: http://www.annunci-qui.com/14/posts/16_Annunci_Audio_tv_foto/103_televisori_e_proiettori/461_MAGNAVOX_50ML8105D_50.html
This set will only work up to true 1080i. It will not work in true true 1080p which is the full HD mode. They don't say it clearly in the specs, but its 1080p mode is an up-converted mode. The cable or satellite box has to be able to handle 1080 modes. For normal viewing in HD this set should be visually very good. Only a Blue Ray DVD player and some other types of gadgets are able to put out a 1080p video signal.
Cable and satellite services are normally in 720i, some are in 720p, and a few specialty feeds are in 1080i. Most satellite and cable TV boxes cannot support anything above 720i.
The lamp life is 4000 hours. The lamp is fairly expensive to replace. I would seriously consider to upgrade to an LCD or Plasma display. The new generation of TV sets are far superior to the DLP types. Whatever type you choose, make sure it can work with true 1080p.
Go in to some of the show rooms and compare a projected type TV (if they still have them) to a true flat screen. All the projected type screens can never achieve the sharpness and aspect ratio accuracy of a flat screen set.

Powersurge made my HD setting revert to low def.

Your TV plays High Def material through either Input 4 (uses component cables R,G,B) or through Input 5 (Uses DVI cable).
Today most equipment uses HDMI cable for High Def or it may have a component (RGB) output that you can use. The DVI hookup is best, so you need a HDMI to DVI cable or Component Cables (Red, Green, Blue). You need some source that OUTPUTS High def (ex. 1080i) either through HDMI or component cable. You need to either connect the component cable(R,G,B) from the source to the Input 4 on the TV or connect the HDMI to DVI cable from the source to the Input 5.
You need to set the AV source on the TV to AV5 (if you are using the DVI input) or AV4 (if you are using component cables).
If you want to play Highdef source like Blue Ray then you can just connect the output of the blu ray player to your Tv using either the HDMI to DVI cable or component cable (Red, Green, Blue) and set the TV input to AV5 (for HDMI/DVI) or AV4 (for component).
But if you are trying to get Free High Def from an antenna then you will need to have a component that can OUTPUT high def. The $40 converter boxes don't do this - they simply convert the Digital signal to Analog (non high def). What you need is a High Def TUNER that OUTPUTS High Def. I was looking for one for this same reason and ordered the centronics ZAT 502 HD. But it cost about $80. Then I saw that Tivo had an upgrade deal where I could upgrade my existing Series 2 Tivo to Tivo HD for $99. It has a High Def Tuner in it. So I cancelled my order with Centronics and got the Tivo. In any case if you want Over the air HD you will need a High Def Tuner that will OUTPUT 1080.

Hook up a lg blueray player to mitsubishi medallion 65"

Yes, there is an adapter which will take the hdmi output of the blue-ray and convert it to dvi. You will also need to connect the blue-ray audio out (rca jacks) since the hdmi is both audio and video (digital) and the dvi is video only.
