I don't know whether its exactly the solution or not, but I had a similar problem transferring some mp3 files to any cell via bluetooth from my nokia 7210, I tried all combinations of bluetooth settings, but the same message kept appearing-"Sending failed", finally what I did was "Changing the name of the mp3 files" as all those I wanted to send had a bigger name, I cut the name short and there it worked. So, may be in any such case it's advisable to just try this out, it might just work.
Some nokia phones does not permit to send contents like *.sis files or .sisx files. If you really need to send those files to other phone. Just rename the file with file manager software in your phone. Rename *.sis files to *.jpg, or *.mp3, and send it to other phone via bluetooth. then rename back as *.sis or *.sisx from receiver handset and use the file.
Oh yes, I've had this problem before too. It's a service provider block. They make it so that you cannot send files to other phones so that they can make more money.
Some service providers do it, some don't.
i believe that the bluetooth device on your phone have problems or the program of the phone itself.. it may be corrupted or there is a virus from a pc that scrambles the phone's program... try formatting it... if problem still occurs juat try using ur usb to copy files
