First check if the webcam works on its own on your PC, using a webcam program.
If it works and you can see yourself, you can move on to the chat program you are using. In most cases this type of problem is the result of a firewall or security software blocking the network ports that the chat program uses for video streaming. Settings depend on the webcam program though.
