Hi it could be that your sim card is the wrong type for the phone, so trying another sim card from a different network may solve the problem.
if how ever the phone has the correct sim card then it could mean that the sim card in the phone has been cancelled so try replacing it for another sim card from that network
now the only other reason it would be saying this is if someone has reported the phone lost or stolen, if this is the case then the phone can no longer be used as its impossible to get them unlocked, you used to be able to pay to have them unlock it but with the new phones its just not possible as the network provider sends a message out to the phone and it blows the smart chip in the phone and then its worth scrap so if this is the case just sell it for spares
