There is a break in the inner cable somewhere. have the flex replaced or if the break is near the connection to the vac get it refitted removing the faulty section. Get a competent person to do this !

The motor running slower was the motor starting to burn out. The "almost start" is the brushes making intermittent contact with the armature in the motor.

Steam vacuum? no clue but on your chain saw make sure you check the choke. it would explain why it wouldn't start again.
