Most likely cause is that the refilled cartridge has not been reset. If the cart has a chip on it, this must be "zero'd" with a zapper or similar to make the printer believe the cart is again full. Simply refilling chipped carts is no good.

If it says to check the right cartridge (Black), replace it with a brand new one or one you know is good.
Walgreens will test and refill your cartridge for ~$10.00 (black).
I have heard of new OEM HP cartridges being bad.
The printer checks the cartridge level sensor and the electrical stuff.
