First get the 3G access point settings from your service provider and manually enter under network option or ask for the auto config settings. check 3G signal feasibility in your area. put your cell in either auto (GSM/UMTS) mode for auto switch between 2G and 3G as per the availability or with UMTS/3G mode for always with 3G connection. For video call to work, you have to be in a 3G covered area. This means that the icon over your signal level bar must be full and have 3G written in it. It wont work if it is running on a low 3G band (the signal bars must be full) a GSM band (a G logo above the bars) or HSDPA band ( a H logo above the bars).
I don't know why even though HSDPA is faster than 3G but the viewty will only allow video call to take place when 3G is available.
I've heard it can also be dependant on your service provider, as PAYG sim cards sometimes wont allow video calls.

It sounds like you may have a poor 3G reception in your area. Even though other O2 phones are working better they may be running on the 2G masts in your area.
Try in setting/network menu turning off 3G reception, that way the device will only look for 2G masts. Your handset will give priority to 3G masts where available and sometimes will hold onto the weakest signal making poor call quality, and or dropping connection.
Advantages to using 2G only = better standby and talk time / better reception where 3G is poor.
Disadvantages = Slower web browsing / no video calls.
WEP / WPA will only apply if you are connecting using WI FI and have nothing to do with your mobile network connection.

The front camera is only enabled for video calls; it's not possible to use it for any other purposes, as far as I know.
Video calls only work when 3G is enabled and available; select a contact, then hit the Menu softbutton and option 8.

Do you know if your service provider carries the 3G network, and if it is available in your coverage area, Not all Markets are covered by 3G. It would be best to contact your service provider for a better resolution for this problem. They might need to reset your location to give you the best coverage.
