Try connecting another screen (any other screen, doesn't have to be plasma) or try connecting the screen with the problem to another machine. Either way you'll eliminate one piece of hardware. Either the lines will still be there on the screen, in which case the screen is faulty and needs repairing, or they won't be in which case the problem most likely lies in the display card.
