I have an acer b243w monitor. it powers on for about 2 seconds then goes black. thens it tries a second time and the same thing and making a slight hiss noise and the back of the monitor smells like static...

You may have high voltage arcing, bad inverter transformers, bad DC filter caps, bad lamp wires. You will have to open it up and inspect the inside first.
Failed ACER monitors: http://s807.photobucket.com/albums/yy352/budm/Bad%20backlight%20lamp/
Bad lamps: http://s807.photobucket.com/albums/yy352/budm/Bad%20backlight%20lamp/

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/
Post back what you see inside so we can guide you further and it will help out other people in the future also.

I have a Acer B243W 24" Monitor. There is a vertical neon green line (1x1200 px) on the screen and i have no idea what it is there for and how i can get rid of it. someone might help? thx!

It's there because the connection inside the LCD panel that commands that column is either busted or inactive - it's a hardware fault that cannot be fixed. If it's too much to bear then the entire monitor must be replaced.
