Sometimes certain games just will not work. I bought a copy of Heavy Rain that did the same thing. I took it back and traded in for a different copy of Heavy Rain and it worked perfectly. Don't know what causes it, but it happens.
It sounds like something wrong with the disc reader. The reader may have problems reading the information off of the game at a steady rate and may need to be replaced.
Heavy Rain has audio and graphic glitches from time to time. I rented and noticed similar problem but was not that bad, i.e hapened ocationally and when a lot was going on in the game.
Does this happen when playing other games, if so you may have a display problem. If this is the case try resetting the display settings by holding down the ps3 power button for 2 bleeps then will reboot with the min display setting - just rsetup again to ur tv native display
I think there is something wrong with the ps3 network which is down right now cause im trying to load it now and it's not going anywhere boy im pissed cause i can't even play heavy rain
there is an error in a lot of ps3 systems
sony is trying to fix it but it may take a while.
you can't get to the psn, but whit some games like( heavy rain)
you can't even play them.

There is a major problem right across the board at this very moment with the PSN Network, whereby some consoles are not synching properly and causing problems like you describe.
Disconnect the cable from the ps3, the one that connects the ps3 and the monitor, for a few seconds, then reconnect it. You do this while video is playing or when you play games.
