You can use the "Clean Print Heads" function if your printer allows and provides such an option.
You can find this option via the printer proprties (Start > Printers and Faxes, right click your printer and select Properties. The clean options will usually be on the Maintenance tab)

Remove the cartridges and hold a piece of tissue paper under the jets to **** ink through them. If this does not work, stand the cartridges in about 1/4 inch hot water for a while to soften dried ink. (if they are new cartridges, did you remember to remove the seal over the jets?)
I have to ask this question of you, just to make sure this is not an issue.Are you using a factory new ink cartridge? Please consider the following: If you are using a refilled or third party cartridge that may well be your problem.Most manufacturers build logic into their products to prevent the use of “Other Equipment Manufactured” cartridges as well as re-filled cartridges. They do this to prevent problems from contaminated inks causing problems with print quality or damaging the physical printhead. I have installed all new cartridges. "Ink is out" comes up when I try to print. It is properly installed and is the second set of ink cartridge this has happened with. The "On" and 'Ink" lights do not stop flashing. The printer does not see the new cartridges.
Hi Thanks for using FixYa. Turn the printer on. Now raise the
lid of the cartridge cage and wait for the cartridge carrier to slide out. Lift the
cartridge holder lid and remove the cartridge. Before installing the new
Cartridge, remove the tape from the ink opening point on the bottom. Now insert
the new cartridge into the cartridge case and close the cartridge holder lid.
Close printer cover. After doing all the above steps, print a test page.

Most ink jet cartridges have "multiple" protectors to keep the ink from leaking or drying out and the electrical connectors from getting damaged before they are installed into the printer. You should be removing a plastic cap device for the ink, and typically, a piece of clear tape that protects some copper traces on the back of the cartridge. Make sure both are removed. If it still does not work take it back to who you bought it from and have them check to make sure there is ink in your new cartridge. Typically, you can shake it and hear a liquid sound. Good luck.

Please remove the cartridges from the printer. Take a dry lint free paper towel and gently wipe the contacts on the back of the cartridge (not the bottom from where ink is present). Wipe the contacts inside the printer (on cartridge carrier). Please snap the cartridges back into the cartridge carrier and please try to print a printer self test.
I had the same problem too. I went to the Epson website and they gave instructions to shake the cartridge 4-5 times prior to installing. It worked!!! I tried alot of things before I saw that I needed to shake the cartridge. Definitely give this a try if you haven't already.
