This is called image corruption and it's happening when the memory buffer - the memory chip in which the image data is stored by the processor - is defective. Unfortunately this is unfixable, the entire mainboard of the tv will have to be replaced.
This is a big, fiddly job that should be left to a pro. It will cost you around $500 - depending on the local labor costs.
