The file system on the BlackBerry device has become corrupted.. It cannot be rectified by simple reboot.
In the event that your device firmware is corrupted to a point where you can't reload your firmware you can download and run JL_Cmdr. Once you run the application select option 4 to Nuke your device (this erases all the data and firmware). Once nuked you can run the Application Loader again and you should be able to reload the firmware correctly.
