This software in included with many different imaging devices (cameras, printers, etc).
It is not essential to the running of your computer and you can remove it if you find the warnings annoying.
Try looking in the Control Panel->Add and Remove programs to see if you can remove it.
Alternatively, you can stop it from running when your computer starts:
1) Press the Windows Key (next to the left Alt key) and the R key together to open a run dialog.
2) Type msconfig (press enter)
3) Go to the "Startup" tab
4) Look for any lines with Arcsoft in them and untick them
5) Press OK
6) Reboot your computer

That means Arcsoft could not find the files it requires to carry out the last operation it was asked to carry out.
If Arcsoft is installed correctly and not a new install, run CHKDSK/F to check for errors. If it is a new install, make sure it is compatible with whatever you are trying to action.

I believe there are several options that may help or solve this problem
1st. go to start tab bottom left
type in services.msc find the arcsoft software and stop it and ok it
Restart laptop and see if that will stop it bugging you if not
2nd go to start tab bottom right and depending on what os you are running go to control panel
uninstall programs/programs and features and un install the arcsoft software
and restart laptop to see if this solves your problem if not

Start> Run> (type in) msconfig > Startup tab> uncheck the ArcSoft program> Restart.
Plan B... Look over the programs at http://www.arcsoft.com/en-us/index.asp
Check Add or remove programs for any of those programs and uninstall the program or turn off
automatic updates or connect automatically or whatever similar feature you find.
