Question about HP LaserJet 1600 Printer
This is another very common issue. Sometimes this can happen even if there's no actual paper jam, in that case, you need to reset the printer. It could be because the sensor/s is/are stuck or it could be some mechanical problem or it could be electrostatic issue.
First try to understand the flow and path of the paper, First remove all the cartridges, fuser unit, unplug the usb cable and the drum (make sure that the power cord is unplugged), also, pull out the paper tray. Now reseat all the chips on the cartridges and on the drum. Check the fuser very carefully and make sure nothing is obstructing inside. Look inside the paper passage and the inner compartment, if possible use a blower or an air can to blow through the passage so that nothing is actually blocking the path.
Tap the power button several times while it's still Off..
You can refer the path of the paper and jamming areas here (click here)
Clean all the components and supplies.
After you are done with the cleaning and the chips, power on the machine without all the components installed. Leave it ON for few minutes. Tap the cancel button several times while it's still On.
Now turn it Off and again turn back On and press down the Cancel button while it boots up. You'll see all the leds blinking, ignore them this time.
Again, take a thicker (photo paper or chart paper) or a bunch of regular paper and push inside the passage from the front, do this a few times.
Again turn Off, install the fuser unit and turn back On. Now install the drum and the cartridges, press the Cancel button everytime you install the components. Do all these slowly as far as possible. This will help you fix your issue if there's no internal-mechanical problem.
This might take sometime, but this is the best troubleshooting measure with the Paper Jam persistent error.
If all of the above doesn't fix, call hp or a local tech and get their help. The machine will need to be disassembled and check all the sensors and passages.
I wish you good luck.

1. Turn printer off for 30 seconds. Then power on again.
Clear all documents in the print queue.
2. power cycle the PC >> That is power down the wait then power on again.
3. check the printer set up page in the hardware/ printer section of Windows and see if you have it set to your printer.
4. If so, then try a test print with a word processor and or the the test print feature for your model printer.

Hi! Alright please try this. Unplug the unit from power source and turn on the printer for 10secs. while unplugged. This should reset the system and will get your unit back to its normal working condition. Plug the unit to power source, turn it on and see how it goes. Hope this helps and thank you for using FixYa!
